This kind of thing is not new. I remember buying something similar when I was about 11 at Evans in Sheboygan Falls, WI. The kind I got had hard little boogers that came out of the nostrils of a plastic nose-shaped dispenser. I still have the nose somewhere and I’ve been known to wear it.
