I did consider the two hour driving distance before posting but I still think the Packers belong in the "sort of" category because of the team's ties to Milwaukee residents. It looks like season ticket holders only get tickets for 6 of the regular season home games. One of the pre-season games along with the second and fifth regular season home games are sold to a separate list of fans who apparently live in the greater Milwaukee metropolitan area.

Mapquest is telling me that that Green Bay is about 120 miles and 2 hours driving away from Milwaukee. That seems to me like it is pretty far. I guess it does depend a bit on the circumstances but Orlando and Tampa are 85 miles and 1.5 hours apart. The farthest in my "sort of cities" is San Jose, I think, which is 40 miles from Oakland and 48 miles from San Francisco and definitely within the same metropolitan area.

I would argue that Green Bay should be moved to the "sort of" category because of its close proximity to Milwaukee. I've heard that season tickets for the Packers are split evenly between Green Bay residents and Milwaukee residents.
